As of June 1, 2007, all retail outlets selling motor fuel must be able to operate its distribution loading racks using an alternate generated power source for a minimum of seventy-two hours. Within thirty-six hours of major disaster, the facility must be operating off an alternate generated power source, if deemed safe. Installation of appropriate wiring, including a transfer switch shall be performed by a certified electrical contractor. Documentation of this must be provided to corporate headquarters as well as on site.

Any retail fuel outlet within one-half mile to an interstate highway, state or federally designated evacuation route must be pre-wired with an appropriate transfer switch. Additionally the facility must be capable of operating all fuel pumps, dispensing equipment, life safety systems, and payment-acceptance equipment using an alternate generated power source.

A facility within a county with a population above 300,000 and 16 fueling positions will need to be wired with a manual or automatic transfer switch. The following counties meet this criteria: Brevard, Broward, Collier, Duval, Escambia, Hillsborough, Lee, Manatee, Marion, Miami-Dade, Orange, Palm Beach, Pasco, Pinellas, Polk, Sarasota, Seminole and Volusia.

A facility within a county with a population between 100,000 and 300,000 and 12 fueling positions will need to be wired with a manual or automatic transfer switch. The following counties meet this criteria: Alachua, Bay, Charlotte, Citrus, Clay, Hernando, Indian River, Lake, Leon, Martin, Okaloosa, Osceola, St. Johns, St. Lucie and Santa Rosa.

A facility within a county with a population less than 100,000 and 8 fueling positions will need to be wired with a manual or automatic transfer switch. The following counties meet this criteria: Baker, Bradford, Calhoun, Columbia, De Soto, Dixie, Flagler, Franklin, Gadsden, Gilchrist, Glades, Gulf, Hamilton, Hardee, Hendry, Highlands, Jackson, Jefferson, Lafayette, Levy, Liberty, Madison, Monroe, Nassau, Okeechobee, Putnam, Sumter, Suwanee, Taylor, Union, Wakulla, Walton and Washington.

Any owner with more than 10 facilities within a county must purchase one portable generator to be used with the transfer switch indicated above. For every 10 facilities the owner must provide one designated generator. Each generator must be stored within the state no further than 250 miles away and be able for use within twenty-four hours after disaster.

Any facility owner that does NOT meet the criteria stated above may volunteer to participate in the “Disaster Motor Fuel Supplier Program”. Participants will be issued a State of Emergency Response Logo and receive priority for purchasing fuel. All facilities not required or volunteering to provide disaster relief will not be able to operate outside of curfew hours.
